The Tomorrowland Project - in another world?

I was reading our chinese translater QingQings latest post where she refered to a transcript in which Datre talks about WORLD 1, WORLD 2, WORLD 3.

One of the last things I talked to John S. about was the Tomorrowland project,

Perhaps, the Tomorrowland institute is being set up in a world where more people are receptive to it's teachings?

I don't even know which world we are in now, but I'm guessing WORLD 2 still.
